RULES AND REGULATIONS
RELATING TO ALL YOUTH COMPETITIONS
INTRODUCTION
The Youth Competitions are organized and run by the
Kingston & St. Andrew Football Association (KSAFA)
in accordance with the rules and regulations stated
in the KSAFA Rules book and the Constitution. The
JFF disciplinary codes are the official disciplinary
codes that govern these competitions.

1. TECHNICAL RULES
1.1
All Youth Football Competition season will comprise
of teams playing as follows:
a)
Confederation League
b)
Kingston
c)
St. Andrew
d)
Any format that the Council will
decide from time to time.
1.2
These Competition will be played in a League format
or in clusters as follows:

The First Round will comprise of a Confederation
League consisting of twelve (12) teams.

Kingston will comprise of all teams located in
the geographical parish of Kingston except the
teams participating in the Confederation League.

St. Andrew will comprise of all teams located in
the geographical parish of St. Andrew except the
teams participating in the Confederation League.

Any format that the Council will decide from time
to time
1.3
Teams amassing the most points will become Champion
of their respective competition;
Confederation, Kingston and St. Andrew or
zones if a “zone” format is being used.

2. TRANSFER OF PLAYERS
2.1 Youth players under the
age of sixteen years, that are moving from one club
to another require the following:
a) Player Passport Form
b) Transfer Form or
c) A letter from the
parents authorizing the movement of the player.
2.2 If a club refuses to
release a player by not signing the Transfer form, a
letter from the parent (s) can be used and at this
point KSAFA can authorize the transfer.
2.3 No club is allowed to
transfer a player from another club within the same
competition.
ARTICLE 3
3. PROMOTION &
DEMOTION
The teams placing first and second in their
geographical parishes (Kingston & St. Andrew) will
be promoted to the Confederation League. While the
last two teams in the Confederation League will be
demoted to their geographical parish zone.
4.
KSAFA CHAMPIONS LEAGUE
4.1
The KSAFA Champions League comprise of (8) teams
i.e. the top four (4) in the Confederation League
and the top two (2) from the geographical zones of
Kingston & St Andrew.
4.2
This will be played in a Knock Out format or may
be decided by Council from time to time.
5.
QUARTER-FINALS
5.1
The eight (8) teams will advance to the
QUARTER-FINAL round, with the winner from each match
advancing to the semi-final round.

7.1

the FINAL.

8. EXTRA TIME &
PENALTY KICKS
8.1.
If there are no clear winner(s) after regulation
time then extra time followed by penalty kicks if necessary shall be used to determine the
winner of each game.

ARTICLE 4
10. AWARDING OF POINTS
10.1
Points shall be awarded as follows, three points for
a win, a point for a draw and nil for a loss. The scheme of play for the fixtures shall be
decided and set out by the KSAFA Competitions Committee.
10.2
If two or more Clubs have equal number of points,
the goal difference of the matches played by the teams shall be used to determine
the places. If the goal difference is equal, the
clubs having scored more goals shall be placed
in the higher (highest) position.
10.3
If the clubs involved have scored the same number of
goals, then the score of their direct match shall
determine the higher position. If the clubs
involved have scored the same number of goals in
their direct match then the number of wins in the
competition shall be used.
10.4
If the clubs involved have scored the same number of
wins, then the winner or higher positioned team
shall be decided by a playoff.
11. DEDUCTING OF POINTS
11.1 Points will be deducted from teams who
have accumulated red and yellow cards over a certain
amount.
ARTICLE 5
12. COLOUR OF GEARS
12.1
Each team gear (jersey, short & socks) must be
of a different colour of the opposing team.
-
The home team must
wear their registered colour.
-
In the event of a clash of colours, the visiting team
must change their gear; if the visiting
team is unable to change; the home team has to
change.
-
Teams are reminded that each goalkeeper must
wear colours that distinguish him from the other
players, the referee and the assistant referees.
-
If both teams are unable to change, they are
referred to the disciplinary committee.
13. IDENTIFICATION
All registered players must present his
identification card to the match officials; no
player will be allowed to participate without
same.
14. ELIGIBLE/
INELIGIBLE PLAYERS
14.1
For a player to be eligible to participate in any of
the youth competitions, he has to be born and where
he becomes the required age within the year of the
particular competition.
Eg. Under 20 – 1989
Under 17 - 1992
Under 15 - 1994
Under 13 - 1996
14.2
players are considered ineligible if:
(a) he is serving a suspension, as per rules of JFF,
KSAFA or another Parish Association or Minor Affiliate of any of these three
organizations;
(b) his registration is unauthorized or based on
incorrect information;
(c) he fails to meet or satisfy the age limit
requirement in an age group competition;
(deliberately or otherwise)
(d) he is summoned to appear before any committee of
the KSAFA and is not authorized to play until
he fulfils that obligation.
14.3
Clubs using ineligible players:
-
will automatically lose the game(s) in which he
(they) participated. The points will be awarded to
the opponent(s) by a score of at least three goals
to zero (3-0) ;
-
the offending teams will be fined J$20,000.00 and
shall be expelled from said competition; and:
-
be referred to the Disciplinary Committee for
further sanction.
ARTICLE 6
15. POSTPONEMENTS and
RESHEDULED MATCHES
The KSAFA Competitions Committee reserves
the right to change time, venue and date of all matches. Teams will be given forty-eight
hours notice except in the case of
force majuere.
16. REGISTRATION and
RE-REGISTRATION
16.1
Registration & re-registration will be conducted
Mondays to Thursdays 11:00 pm –4:00pm.
16.2 No
registration or re-registration will be conducted on
Fridays, Saturdays and Sundays.
17.
REGISTRATION FEES
Under 13 - Not

Under 17 - $5,000.00
Under 20 - $5,000.00
Registration fees are subject to change
without notice.
18.
FINES
18.1
A mandatory fine of Two Thousand Dollars
($2,000.00) must be paid by clubs who have missed
their registration date and One Thousand ($1,000.00)
per day thereafter.
19. CAUTION FEES
All caution fees
must be paid before the player(s) play(s) his or
their next match, Clubs failing to adhere will lose the points
for the match(es) in which the ineligible player(s) participated.
The record keeping of yellow & red cards is the onus
of the Club’s
management.

21.
Players receiving three (3) yellow cards in the
preliminary round must miss
the team’s next
match;
however, players receiving two (2) yellow cards in
the second round must miss the team’s next match.

The winner of the competition shall receive thirty
(30) miniature trophies and the runner-up thirty
silver medals.
The Trophy presented by the KSAFA shall remain the
property of the KSAFA and shall be held by the Club
winning the respective trophies for not more than
twenty-eight days. The said Trophy shall be
returned to the KSAFA within one month of being
presented, the winning Club shall be given a replica
of the Trophy. The Trophy shall be kept in good
condition and proper care taken by the winning
teams(s) to ensure their safe return to the KSAFA.
A
Club failing to return the Trophy within the
specified time and in good condition shall be fined
Twenty Thousand Dollars ($20,000.00) by the KSAFA
Competitions Committee and/or be referred to the
Complaints and Disciplinary Committee for further
action.
Note: The Competitions Committee reserves the right
to change or amend the format of this Youth
Competition rule at anytime as deem fit.
