SANTOS DOCKS THREE POINTS IN CLARO SUPER LEAGUE

The Competitions Committee of the Kingston & St. Andrew Football Association (KSAFA) met on November 24 and December 15 and 29, 2009 respectively and reviewed the following cases, arising from incidences in the Claro Super and Major Leagues and the Jackie Bell Knockout competition.

On November 14, 2009 the Major League encounter between Rockfort FC and Central Kingston ended prematurely in the 86th minute as spectators from the host team invaded the field. They hurled abusive language at the visiting team as well as the match officials. This was partly due to the issuance of 3 red cards to players of the host team. The following are the decisions handed down by the KSAFA Competitions Committee.

  • The match has been awarded to Central Kingston by a 3-0 score margin,

  • Rockfort FC has been fined $5,000 as per Article 53 of the JFF Disciplinary Code which states that the following constitute misconduct by a team and are sanctioned by a maximum fine of Five Thousand Dollars ($5,000.00) for Senior League Clubs:

  1. When four (4) players are cautioned during one match,

  2. When three (3) players are sent off during the match and

  3. When several players/Officials together make threats or show force against a match official.

• As per Article 67, Section 8 of the JFF Disciplinary Code, Rockfort FC has been fined $20,000 for bringing the game into disrepute

Additionally, the Rockfort Football Playing Field has been banned for the remainder of the 2009/2010 Claro Major League season. The club is therefore required to identify and inform the KSAFA Secretariat of an alternate venue to host its remaining home games.

Rockfort Football Club is also reminded that there are to be four (4) uniformed police officers at all their home matches.

In the Claro Super League on December 5, 2009, Maverley/Hughenden used an ineligible player in their match against Meadhaven United. Chris Dalkins received yellow cards on October 17 and November 14 and 28, 2009. Dalkins should have missed his team’s next game against Meadhaven United on December 5; however he didn’t and also received a yellow card in that match.

The match ended Meadhaven United 6, Maverley/Hughenden 0. The Competitions Committee has ruled and adjusted the Meadhaven United scoreline to read 9 goals and Maverley/Hughenden 0 goal as per Article 7.6 of the KSAFA Rules and Regulations. Additionally Maverley has been fined $5,000 and is referred to the KSAFA Disciplinary Committee.

On December 12, 2009 in the Claro Super League game between Santos FC and Rae Town FC, Santos used an ineligible player in that encounter. Dwayne Atkinson, the ineligible player in question, received a red card in the club’s final game in the Claro Jackie Bell Confederation Qualification Play-off between Santos and Greenwhich Town on December 9, 2009 to which Greenwhich Town won 1-0. Atkinson should have missed his team’s next official game which was the Claro Super League game on December 12, 2009 against Rae Town, however he did not. Santos won the match by 3 goals to nil.

In light of the above the Competitions Committee has awarded the match to Rae Town by a 3-0 score margin as per article 39 of the JFF Disciplinary Code which speaks to Carrying Over Match Suspension. Article 39 states that:

  1. As a general rule, every suspension (of players and other persons) is carried over from one round to the next in the same competition.

  2. Match suspensions in relation to an expulsion pronounced on a player outside of a competition (separate match [es]) or not served during the competition for which they were intended (elimination for the last match in the competition) are carried over to the next match the player is eligible for in another competition or the next match of the same competition in the following season, which ever comes first.

  3. Match suspensions resulting from several cautions issued to a player in different matches of the same competition are never carried over to another competition.

  4. Par 2 similarly applies to suspensions pronounced against persons other than Players.
