RULES AND REGULATIONS
2007/08 SHIPPING
INDUSTRY OF JAMAICA/KSAFA UNDER 15 COMPETITION FOR
THE WINSTON CHUNG FAH TROPHY
INTRODUCTION
The Shipping Industry of Jamaica/KSAFA Under 15
Football Competition is organized and run by the
Kingston & St. Andrew Football Association (KSAFA)
in accordance with the rules and regulations
stated in the KSAFA Rules book and the
Constitution. The JFF disciplinary codes are the
official disciplinary codes that govern this
competition.
ARTICLE 1
Technical Rules for the Shipping Industry of
Jamaica/KSAFA Under 15 Football Competition, The
2007/08 Under 15 Football Competition Season will
comprise of twenty-four (24) teams playing two
rounds as follows:
FIRST ROUND
The First Round will comprise of three (3) zones,
with teams playing each other once. At the end of
the round, the two top teams from Zones 1, 2, and
3 along with the winner and runner-up of the
play-off between the 3rd place teams from Zones 1,
2 and 3 will advance to the next round
(Quarter-finals).
SECOND ROUND (Quarter-final)
The second round will comprise of the eight (8)
teams playing in two zones of four. Each team will
play the other teams in their zone once, the top
two teams from each zone will advance to the next
round (Semi-finals). If during the semi and final
rounds there are no clear winner after regulation
time then extra time of thirty (30) minutes,
followed by penalty kicks if necessary shall be
used to determine the winner of each game.
AWARDING OF POINTS
Points shall be awarded as follows, three for a
win, one for a draw and nil for a loss. The scheme
of play for the fixtures shall be decided and set
out by the KSAFA Competitions Committee.
If two or more Clubs have equal number of points,
the goal difference of the matches played by the
teams shall be used to determine the places. If
the goal difference is equal, the clubs having
scored more goals shall be placed in the higher
(highest) position.
If the clubs involved have scored the same number
of goals, then the score of their direct match
shall determine the higher position. If the clubs
involved have scored the same number of goals in
their direct match then the number of wins in the
competition shall be used.
If the clubs involved have scored the same number
of wins then the winner or higher positioned team
shall be decided by drawing lots.
Duration & Substitution for the Under 15 Competition
The duration of the matches is thirty five (35)
minutes each halves. Teams are allowed maximum
five (5) substitutions (including the goalkeeper).
Colour of gear
Each team gear (shirt, short & socks) must be of a
different colour of the opposing team. In the
event of a clash of colour, the visiting team must
change their gear. Teams are reminded that each
goalkeeper must wear colours that distinguish him
from the other players, the Referee and the
Assistant referees.
Scheduled and Rescheduled matches
The KSAFA Competitions Committee reserves the
right to change time, venue and date of all
matches, teams will be given forty-eight hours
notice except in the case of force majuere.
TEAMS MUST BE AT THE VENUES AT LEAST 30 MINUTES
BEFORE THE SCHEDULE START OF THE MATCHES. MATCHES
ARE SCHEDULED TO COMMENCE AT 4:00PM, A GRACE
PERIOD OF FIFTEEN (15) MINUTES WILL BE ALLOWED,
AFTER WHICH THE MATCH WILL BE CALLED OFF AND THE
MATTER REFER TO THE KSAFA COMPETITIONS' COMMITTEE.
Registration/Re-registration
Upon the commencement of the Competition,
registration & re-registration will be conducted
on Mondays and Tuesdays, 8:00am - 3:00pm.
Identification
All registered players must present their
identification card to the match officials. No
player will be allowed to participate without it.
Caution
Players receiving three (3) yellow cards in the
preliminary round must miss the team’s next match,
however, players receiving two (2) yellow cards in
the second round must miss the team’s next match.
The record keeping of yellow & red cards is the
onus of the Club’s management.
TITLE AND TROPHY
The teams shall compete for the Shipping Industry
of Jamaica/KSAFA Under 15 Winston Chung Fah Trophy
and prize monies. The Trophies presented by the
KSAFA shall remain the property of the KSAFA and
shall be held by the Club winning the respective
trophies for not more than twenty-eight days. The
said Trophies shall be returned to the KSAFA
within one month of being presented. The winning
Club shall be given a replica of each Trophy. The
Trophies shall be kept in good condition and
proper care must be taken by the winning teams(s)
to ensure their safe return to the KSAFA.
A
Club failing to return the Trophy within the
specified time and in good condition shall be
fined Twelve Thousand Dollars ($12,000.00) by the
KSAFA Competitions Committee and/or be referred to
the Complaints and Disciplinary Committee for
further action.
The winner of the competition shall receive thirty
gold medals and the runner-up thirty-five silver
medals.
